The Palestinian International Arbitration Chamber (PIAC) project, for a total of 1.2 Million Euro and a duration of 30 months, was promoted by Region of Umbria and the University of Perugia, the Ministry of Foreign Affairs (Directorate for Development and Cooperation) and the main organisations in the business sector.

 

In close cooperation with national organisations and associations of engineers, lawyers, business men and women, and chambers of commerce, the project aims to establish the necessary legislation to create the first Palestinian Arbitration Chamber; it also seeks to provide human resources and adequate structures for the delivery of high quality services, in particular through the training of qualified professionals.

 

The general objective is to sustain both institutional building process and Economic/ Employment development in Palestine.

The legal framework of the PIAC, based on internationally-recognised standards, will facilitate local and foreign companies willing to invest in Palestine.

The arbitration channel is recognized in the international system as an efficient and effective tool for solving economic and commercial disputes.

 

The project has so far:

–       Drafted the legal framework of the Palestinian International Arbitration Chamber (PIAC): statute, legislation established according to international norms, compliance to the existent law and presidential agreement;

–       In June 2013, the Statute of PIAC was adopted by the PNA Council of Ministers, in compliance with the Palestinian Legislation System; it has also been approved by the President;

–       In September 2013, the PIAC offices were inaugurated, as well as the PIAC General Assembly and the Administration Council;

–       Between February and April 2014 two training courses for 2 groups of 40 arbitrators and lawyers were conducted. 22 women of a total of 140 participants joined in the training;

–       In April 2014 the final conference took place in Ramallah;

–       In May 2014 the II level of training courses are foreseen.

 

The official start of PIAC arbitration activities are envisaged for the end of Ramadan 2014.

The technical and financial support to PIAC will be assured for the first 12 months of activity.
